About the Authors

Bruce Schaller is Principal of Schaller Consulting, based in New York City. He was Director of Policy Development and Evaluation for the New York City Taxi and Limousine Commission from 1986 to 1994 and Deputy Director of Marketing Research and Analysis for New York City Transit from 1994 to 1998. He holds a Masters of Public Policy degree from the University of California, Berkeley.

Gorman Gilbert is Head, School of Civil and Environmental Engineering and Director, Oklahoma Transportation Center, at Oklahoma State University, Stillwater. He was the chairman of TLC from 1986 to 1988, during the Koch Administration.
